The BDESE

Generate and publish your economic, social and environmental database

Written by Virginie Huaranca

The economic, social and environmental database (BDESE) brings together the information provided to France’s Social and Economic Committee (CSE). It is mandatory for companies with at least 50 employees. Check the rules that apply to your company (in French).

In Reflect, start with a template, check the data and complete missing sections before sharing a published version.

Create your BDESE

Create the report in Reflect

Open Reports and compliance on a computer. Accounts with the Employee role cannot create reports. To produce a complete BDESE, the person generating it needs access to all data within the relevant scope.

  1. Click Create report, then Legal & Compliance → BDESE.

  2. Choose the title, report year and, if needed, a filter for the relevant entity.

  3. In the Template step, check the suggested template based on the scope’s headcount. You can choose another one. Set the Realized and Trend years: three of each by default.

  4. Check the summary and click Generate. The year, scope and template settings cannot be changed after generation: create another report if these settings are incorrect.

Check the years displayed. A Reflect report for 2026 with three realized years has tables covering 2023, 2024 and 2025. Its trend columns cover 2026 to 2028 and need to be completed.

Choose the BDESE template and the realized and trend years

This product setting does not by itself ensure the required legal coverage: without an agreement, the information must cover the current year, the previous two years and outlooks for the next three years. For example, for a BDESE prepared in 2026 without a specific agreement, check coverage from 2024 to 2029: add the information for 2026 and the outlook for 2029 if they are missing. See Article R. 2312-10 of the French Labour Code (in French).

Available templates

Reflect provides three standard templates: 50–299, 300–499 and 500 or more employees. They are a starting point to check and complete, particularly for financial information, environmental information and outlooks that your HR sources do not provide.

Adapt the content to the rules that apply to your company and any BDESE agreement it has. See the required sections for your situation (in French).

Create multiple BDESEs

You can create several reports, for example by year and entity. Check each report’s scope: filtering for one establishment does not cover a BDESE required at company level.

Edit your BDESE

Open the report from Reports and compliance. Use the table of contents on the left to reach a section. Work in Draft.

Report access

  • Report Owner and Reflect administrators: edit content, add, remove or reorder sections, share and publish.

  • Report Editor: access the draft and edit section content.

  • Report Viewer: read published versions.

These report permissions are separate from your Reflect account role. If an action is missing, ask the report owner or an administrator to check your access.

Text editor

Click Edit section to change text, headings and tables. Complete the [À remplir] placeholders (meaning “to be filled in”) and any information not supplied by your sources. Click Save section to save your changes.

Insert data and documents

The Insert button lets you add tables spanning several years, empty tables to fill in, Reflect indicators or charts, and downloadable attachments.

Insert menu: tables, indicators, charts and downloadable attachments

For the shared formatting and insertion steps, see Edit your personalized report.

Check the report’s data

The panel to the right of a table or chart shows its update date and provides access to the indicator definition and data checks.

Explore the figures

Click the magnifying glass icon in this panel to open the explorer, find the selection behind the figures and check the population and period.

Check data quality

Use the data quality actions to check the values from your HR tools and the categories used in Reflect before using the figures in your BDESE.

Refresh the figures

Blue cells contain Reflect data; a cell turns orange when you edit it manually. In Refresh table data, leave Also reset off to keep your manual corrections. Turn this option on to replace them with Reflect data. Click Continue and update to confirm. Refreshing the draft does not change previously published versions.

The option to replace manually edited cells is off by default

For detailed steps, see report data checks and refresh.

Share your BDESE

The report owner or an administrator clicks Share, chooses the email address and Viewer or Editor access, then confirms access. Give Viewer access to people who only need to read publications, such as CSE members.

Choose Viewer or Editor for the recipient and confirm access

The Owner role identifies the person responsible for the report. Viewers cannot access the draft; publish a first version so they have content to read.

Publish your BDESE and find a version

  1. After checking the content and recipients, the owner or an administrator clicks Publish from the draft.

  2. Choose whether to Send a new release email and add release notes. This option is on by default, but you can turn it off. If it stays on, you can add Release notes. Even without an email, the version is published and available to people who have access to the report.

  3. Click Publish new release.

Publish a version with or without an email notification

Each publication creates a numbered version that is kept. You can keep editing the draft to prepare the next version.

In the selector next to the title, choose Draft or a dated Version to find the corresponding content.
