The employer of 50 employees or more must make available to the Economic and Social Committee (CSE) and staff representatives an economic, social and environmental database (BDESE).
To create or modify your BDESE, go to the legal reports page.
⚠️ Be careful with the year chosen for your report. For example, by selecting the BDESE 2025, you will access the BDESE with data from the years: 2024, 2023, 2022).
Create your BDESE
Create the report in Reflect
As an ADMIN user, you can independently create your BDESE. To do this, click "Create a report". Then choose the "Legal & compliance" report → "BDESE".
1. Choose the year and the scope of your BDESE :
Select the year of the report.
Select the number of completed years and the number of trend years that will appear in the tables. (the standard is 3 completed years and 3 trend years)
To create the BDESE associated with a single entity, add a scope filter for the relevant entity.
2. Choose your BDESE template :
Select the starting template based on your company's size. This template is based on the official legal text.
3. Generate your BDESE once you are ready.
Available templates
Reflect provides 2 standard templates depending on your company's size :
👤 50-299
👤 300 to 499
👤 500+
These templates group the mandatory sections (in the absence of a company agreement).
Create multiple BDESEs
You can filter on a specific entity when creating your BDESE report. You can therefore create one BDESE per year and per entity.
Edit your BDESE
Once your BDESE is created, it opens with the template you chose. To open an existing BDESE, go to the legal reports page and then click on the corresponding line.
You will then see your BDESE in edit mode ("Draft") with the table of contents on the left and the content on the right. The table of contents is clickable to navigate the content.
Edit a generated BDESE
You have full freedom to modify your BDESE :
Add / Remove / Reorder sections
Edit a section by adding :
data from Reflect's data explorer (tables, charts)
text, headings, tables
attached supporting documents
To do this, click the three ellipsis dots next to the table of contents or a section. Then click "Edit the section".
Text editor
By editing the section, you open a text editor. Yes, you can freely modify text, headings, tables, insert links, bold, italicize, change alignment... And even use the "Undo" button like in your favorite text editor.
The advantage of Reflect's text editor is that it is directly connected to Reflect's data. Therefore, if you want to add data from Reflect you just need to click "Insert" and choose the format and the data to import:
Insert data
By clicking the "Insert" button, several options are available to you :
Table over X years (Explorer) : From the explorer, insert Reflect data into a typical BDESE table (including completed years and trend years).
Go to the update section to understand how to update your BDESE data inside a report.
Table over X years (Empty) : The same type of table but empty.
KPIs (Explorer) : Any other data from the explorer in table form.
Bar chart (Explorer) : A bar chart as an image coming from the explorer.
Pie chart (Explorer) : A pie chart as an image coming from the explorer.
Attachments : Insert documents as attachments in a section allowing readers to download them.
Data info (right margin)
Each table or chart inserted into your Reflect editor includes some information in the right margin.
You can see the date when the data was inserted into Reflect, a definition of the measure used, as well as other useful buttons:
Explorer
This allows you to access the data explorer to view the exact query that generated this table.
💡 To open the explorer associated with each table in your Reflect report click on the KPI icon in the margin :

Normalization
This allows you to access the data normalization page.

Update
The "Update" button allows you to refresh the data from Reflect for all cells colored blue. Indeed, these are the ones that contain Reflect data.
When a cell is modified in a table, the data is "altered". The original value and the link to Reflect are preserved but the cell changes color and turns orange.
When you update a table's data you choose to update only the blue cells or both the blue and orange cells.
You can also update all tables in a section with the button at the top of the page: "Update the section".
Share your BDESE
You will need to share your BDESE either with :
members of your CSE
BDESE editor users
In both cases, click the "Share" button
Then choose the email and role (Reader or Editor) of each user.
Finally, confirm the access.
💡 Only Admins and Editors have access to the Draft version of your BDESE. Readers only have access to the Published version.
Publish your BDESE
As long as your BDESE is not published, you edit it in "Draft" version. Once published, a Published version is created and an email is sent to everyone who has access (Admin, Editor and Reader).
Once your BDESE is published, you can switch between the Draft and Published versions. You can therefore continue to edit your BDESE in the Draft version.
As soon as you press the Publish button again, the old Published version will be overwritten by the current Draft version.
