The Permanent workforce rule determines which employees are counted in the Permanent workforce (end of period) measure, used in the BDESE report among other places.
Who is counted?
For a past fiscal year, Reflect considers the period through its last day; for the current fiscal year, through the calculation date. The result for the current year can therefore change.
An employee’s arrival date must be on or before the first day of the year. Their departure date must be on or after the last day considered, or not recorded. Arrival on the first day and departure on the last day considered are not excluded by these criteria.
On the days the employee is included in HR headcount, their contract type must be normalized as a permanent contract and their full-time equivalent (FTE) calculated by Reflect must be at least 1. Inclusion in HR headcount depends in particular on the contract and employment status.
An FTE below 1 or a contract type not recognized as permanent on those days excludes the employee from this measure. Reflect may use fallback data to calculate FTE; if FTE remains unavailable, the employee is excluded.
The dates depend on your workspace calendar.
Why can this differ from another headcount?
This measure counts employees who meet these conditions, so it can be lower than end-of-period headcount or average monthly workforce. These measures answer different questions.
If the figure looks wrong
Check the fiscal year and filters, then the arrival and departure dates, contract type and FTE in the data sent to Reflect. If the discrepancy persists, contact your Reflect representative.
